Linux - Fixing time sync when dual booting with Windows

I suggest using the second method and forcing Windows to do time the right way, though the Linux fix is of course easier.

  1. I did not even know that Windows could be taught to use an RTC in UTC. That's handy. It's better than the alternative, because Windows and Linux will get confused around DST changes if they both think the RTC is local.
